"A Declaration of Energy Interdependence" by Jay E. Hakes sounded like it would a delicious meal. Instead it was a unsatisfying treat. Another good starter detailing the politics involved from the Carter days to spurn alternative energy AND gain independence from foreign oil. However, it then immediately into the global warming jacket and didn't provide anything of value other than what we have all read in even the highest articles on the Internet. Certainly a far cry from "Terrestrial Energy" by William Tucker -- sorry, one cannot even put them in the same class to compare! If you want real solutions to completely explained problems and history, see Tucker's book and forget about Hakes.
