So you not so poor people who have just too much to get Medicaid, will be TAXED. No one expects them to get insurance sine a 1% of income fine is far less than health insurance for the year. Even starting 2015, a 2.5% fine is a joke and won't change the habits. Thus, we will continue to pay their medical expenses! How will they even enforce this?
