Toronto Cat provided a solution at https://answers.microsoft.com/en-us/windows/forum/windows_10-networking/event-id-7001/a48a3ead-4ed1-41e8-bf31-94b59b196163?page=2 this is easy to fix. one of the services is off for the net tcp port sharing feature. either turn it on look in services.msc or turn the feature off in programs and features in control panel goto windows features net framework 4.6 advanced features WCF port sharing and activation.
